Budget: This is the daily budget you are willing to spend
Locations: You can specify which countries are allowed to see your advert here
You can also set a start and end date or leave without and click save
You have just set the campaign settings, next you will do the ad group settings
Ad Group Name - Name you want to call your ad group
Bidding - CPC is Cost per click, set something reasonable here to get started and you can always modify at any time.
CPC is Cost Per Click but with Google Ads Hotel Campaign it is means CPC per night. So if you set at $0.50 CPC and user searches for 2 nights you will pay $1 for that click. (You can control this later in Ad group settings)
Once you are saved you will go live right away and the screen will look like this.
You can edit CPC easily by clicking in the box anytime
At the beginning all hotels are in the advert, if only 1 property was shared then this is fine but if many then you can specify which hotels to bid on specifically.
Click on "Devices" to see settings on device bid modifiers like Mobile or desktop
Click on Itineraries to see more options about lowering or increasing modifies for early or late bookers or multi night searches.

Your booking pages should be setup for conversion tracking since without this you will bid without seeing successful bookings from your actions.
